Tricore using backup clock even though external clock provided

Was looking at SCU_CCUCON0, and I noticed CLKSEL = 0.
This seems odd, because I do have an external xtal on the board.
Does the CLKSEL need to be set in the init code, or is this indicative of a clock problem?
